367. Campus Police and Efforts for better Security

Being and feeling safe is essential in sustaining the quality of life. As you can see in Maslow’s Hierarchy of Needs where the need for safety occupies the second floor, without being secure, it seems it would be hard to pursue higher stages of human needs. However, to be safe from violence is not an easy task to achieve. It could be hard for KNU students as well, especially for female students. For example, on a Facebook page called KNUspeaker, students reported strangers at the stairway of gate 3 (technopark gate), who takes picture of women’s legs behind them. A student even recalled being chased by two men at 2a.m. near the same place. Because of these problems, the KNU Student Council has been trying to make KNU safer by starting the Campus Police.  



What does Campus Police do?

The main jobs of the Campus Police are maintaining KNU’s order, patrolling, and preventing fire and theft. In some unusual cases, such as the Dae-dong Festival, they help drunken students get home. There are three groups each consisting of three members who patrol courses on campus with existing security guards and also patrol areas which need special attention. They work during the semester, except for weekends, legal holidays, and exam period, from 22:00 to 02:00. They wear neon vests and carry flashlights, nightsticks and electronic whistles, so the students can see them at night.


How to join, and which benefits are given?

Students who are interested in Campus Police can apply between the first and second week after the semester starts. The requirements for applying are that students in college must have taken less than 8 semesters, except for students on a leave of absence. They can apply through KNU student councils website or on Facebook. The students who live near the campus, have done military service, are martial arts experts, or come from a low-income class are preferred. For their service, they get paid 10,000won per hour.

1.     Please explain how the Campus Police patrols KNU.

Campus Police patrols the KNU campus, and Bokhyeon Police Patrol Unit patrols outside the campus. The Campus Police includes 18 students divided into two groups where each group patrols every other day. The 9 students form 3 teams, and each team patrols 3 zones in KNU. We think the road connecting North gate and the Technopark gate (outer edge of the first zone) is the blind spot, so we pay more attention to that area.


2.     What does the Campus Police do if they find someone suspicious or someone heavily drunk?

Campus Police students are taught to call the Police Patrol Unit if they find someone suspicious. They use electronic whistle rather than trying to catch someone because we put safety as the top priority. We did not find anyone that we needed to call the police for in the previous semester, but we usually find two or three drunken people a month. During the Dae-dong Festival, we had to lead three to four drunken people to the police in one day, and intervened in fights at KNU.


3.     If you were to mention some issues managing Campus Police, what would it be, and what kind of changes would be needed to improve the Campus Police?

First, we experienced some inconveniences dealing with some worn out equipment. In addition, sometimes students care about their work less than before since they have patrolled for a lengthy period of time, and this is hard to control. While doing their work, Campus Police students need to check their card on the card reader which is on some buildings in KNU, but sometimes they cannot reach the card reader because the building is under construction. In these cases we have no choice but to skip checking the card on that particular building. I would say Campus Police needs some new equipment, and it needs to adjust patrol course in accordance with the changes in KNU.  



While Campus Police system is introduced in the fall semester of 2013, students do not know the exact patrol time and place, although Campus Police students work hard for the school safety. According to the Korean Association of Criminology, several experiments showed that a prominent level of police patrol is effective in preventing crimes. Frequent appearance of the Campus Police is helpful for crime prevention. At least people who read this article, please know their effort, and if you want to help, please suggest methods to improve the system or join Campus Police.
